The Lieber Code is a set of rules and customs for how wars should be fought. It was created by Francis Lieber during the American Revolution and later adopted as law by Abraham Lincoln during the Civil War. The rules were used as the basis for the first international laws of war at The Hague Peace Conference in 1899. The rules were updated and refined in another Hague convention in 1907, and became known as the Law of The Hague.
